In 1997, wildlife experts from the Wisconsin DNR and Wisconsin Trappers Association were disturbed by reports of dog deaths and injuries in the field. On their own initiative, they gathered statistics, confirmed the problem, and solved most of it--except for smaller dogs (Orrick, 10/20/2012; Orrick 10/25/2012).
